RE: WORKFORCE READINESS AND CREDENTIAL PORTABILITY IN ALBERTA

Dear Deputy Minister,

Your ministry answers for four hard problems at once: developing Alberta's workforce, opening fair access to regulated occupations, recognizing the credentials of newcomers, and keeping workplaces safe. We are We Know Training Inc., an Alberta training company, and everything in this briefing was built for exactly that mandate.

Canada is filling the training pipeline at record rates, 101,541 new apprenticeship registrations last year, but no one is fixing the last mile. Roughly half the workers who reach the certification exam don't pass it. Newcomers with real skills wait on paperwork. Hundreds of thousands of experienced Canadians do the work every day without the ticket, invisible to every program that would help them.

We believe the fastest workforce gains are people Alberta already has, and that finding them takes two instruments working together.

Measure readiness first, then train exactly what is missing. Then let the proof travel anywhere in Canada.

The first instrument is ReadyEngine™, a learning engine that turns a regulated exam blueprint into a live, exam-calibrated readiness score. In a live, regulator-accredited licensing program it produced a 15–20 point pass-rate improvement (81% to 96% within two attempts) and a 48% reduction in time to complete programs. It has crossed four regulated domains without changing the algorithm, and it is moving into the skilled trades now.

The second is Oliu™, a pan-Canadian trust network for verifiable digital credentials, built on the production-mature W3C standard. A credential issued through Oliu is tamper-evident, held by the worker on their own phone, and verifiable by any employer, site, or province in seconds.
